New American Cities Evaluation

Client: Global Refuge (formerly Lutheran Immigration and Refugee Service)

The Leah Zallman Center for Immigrant Health Research (LZC) at the Institute for Community Health (ICH) partnered with Global Refuge (formerly Lutheran Immigration and Refugee Service) to evaluate the New American Cities program, which was designed to provide refugees and other immigrants with career planning and economic security supports beyond that offered through the U.S. refugee resettlement program. LZC’s evaluation tracked metrics of economic well-being and integration at the individual level that went beyond the traditional success metrics of initial job placement and wages. LZC also tracked community-level metrics in five cities and developed a social return on investment (SROI) model to test the hypothesis that early economic integration of newcomers pays off for all community members. Ultimately, this evaluation assessed the viability of the New American Cities resettlement model, informing policymaking regarding refugee and immigrant integration moving forward.
