ICH is collaborating with NYC Health+Hospitals (H+H) to evaluate a model that adds additional benefits screenings to telephonic financial counselors’ conversations with patients related to health insurance coverage. Counselors offer to screen patients for SNAP, WIC, Fair Fares (a program that provides reduced cost public transit), and tax credits with the goal of increasing benefits enrollment. The evaluation uses mixed methods to evaluate both the implementation of the initiative (including reach, facilitators, and challenges) as well as outcomes and the costs associated with implementation. We are using surveys, interviews, and focus groups to assess patient and counselor experiences and to gather recommendations to inform the ongoing implementation. We are also using EMR data and data from NYC administrative systems to evaluate the number of screenings that occur and the outcomes of these screenings. This evaluation will inform decision-making regarding benefits screening going forward.
